MATT LIRA

Throughout his work in government, Matt Lira forged trust and consensus by bringing people together to find areas where progress can be made.  In an era of deep partisanship, Matt’s work frequently earned the support of both sides of the political aisle. As a leader within the White House’s Office of American Innovation (OAI), Matt has been the face of federal information technology (IT) modernization and improving citizen-facing digital service delivery and customer experience for the Trump Administration.  Matt was responsible for the drafting of the “Federal IT Modernization Report” to the President in late-2017, which spurred the creation of the GSA Centers of Excellence "COEs" initiative. Matt has been one of the principal White House leaders responsible for implementing the Modernizing Government Technology (MGT) Act from the executive branch’s standpoint, leading the charge for effective implementation and funding of the Technology Modernization Fund (TMF). More recently, Matt was the leading executive branch advocate for the President Management Agenda's (PMA’s) focus on Improving Customer Experience with Federal Services (CAP Goal #4) and was a driving force behind the 21st Century Integrated Digital Experience Act (21st Century IDEA), signed into law by the President in December 2018.

Matt worked from inception to enactment of the 21st Century IDEA as the liaison between the White House and Congress was critical to the success of the legislation. To address major IT resource management deficiencies and disparities across departments, Lira supported the Executive Order titled “Enhancing the Effectiveness of Agency Chief Information Officers.” This White House Executive Order directed changes to enhance the effectiveness of Chief Information Officers in the federal departments and agencies, empowering them with the resources and control to improve digital service delivery to citizens.

As a result, the IT Modernization CoEs are focused on delivering a much higher level of change than simply updating computer systems or updating one minor application at a time.  The CoEs are attempting to redesign the way Government services are delivered to the U.S. citizens, bringing them into the modern era and creating the capacity for change that will allow federal departments and agencies to rapidly adopt and keep up with the packe of change in the private sector.  The CoEs have completed Phase 1 at the lighthouse agency U.S. Department of Agriculture (USDA) and working through the implementation and Phase 1 at the Department of Housing and Urban Development (HUD).

Together, the goals of the PMA, implementation of actions from the Federal IT Modernization Report, assistance from the CoEs, and authorities and funding from the MGT Act all set the stage to coordinate and accelerate IT modernization activities across the federal government to empower agencies to better serve their customers – the American People.  Matt Lira was instrumental in leading the charge on all of these services to the citizen through the IT modernization initiatives.
