SENATOR ROB PORTMAN (R-OH)
Senator Portman is a member of the U.S. Senate, representing the State of Ohio since 2010. Sen. Portman previously spent over a decade in the House of Representatives and was the Director of the Office of Management and Budget during the George W. Bush Administration. In the Senate, he is a member of the Finance Committee as well as the Homeland Security and Governmental Affairs Committee. Senator Portman was the lead Senate sponsor of the S. 3050, the Senate version of the 21st Century Integrated Digital Experience Act, which was signed into law by the President in December 2018. Senator Portman’s leadership on the 21st Century IDEA was instrumental in ensuring its enactment in 2018.
Federal technology and digital service delivery is in a constant search for new leaders and champions and it was encouraging to see Senator Portman, a longtime member of HSGAC and one who represents a state capitol (Columbus) with a fast-growing tech economy. Sen. Portman can be a champion for improving federal customer experience and digital government interests in Washington and it is for his work on 21st Century IDEA that he is was selected as the Legislative Executive of the Year.
Without Senator Portman introducing the bill in the Senate, it is doubtful it would have moved forward. As a member of the Senate Homeland Security and Governmental Affairs Committee, Portman was instrumental in shepherding the bill through the committee process, ensuring it was bi-partisan by securing the support of Sen. McCaskill (D-MO) and ultimately helping to ease its passage on the Senate floor. Senator Portman’s entry into legislation impacting the federal government, services to citizens and its contractors is welcome and needed.
The legislation itself was critical to changing the debate in federal IT and CX circles, moving beyond modernization to modernization with the express purpose of delivering better service to citizens. As a former director of OMB, Portman understands the importance of federal IT, improving CX and his leadership went above and beyond. Sen. Portman’s support was essential to securing the support of the Trump Administration and the White House Office of American Innovation and his endorsement of the concept as a Senate leader made the White House take notice. For these efforts he should be recognized.
